I truly believe that the government, closest to the people, is the most accountable and the best potential for success. 
I'm not into state take-overs, so you're not going to ever see my governorship taking on the town. 
By the way, your police chief in Atlantic County reports to the county prosecutor. 
If there's a law enforcement problem in Atlantic City, I would ask my attorney general to speak to your county prosecutor and say, what are you doing to help out Atlantic City? 
So I'm a big county government guy. 
County government in New Jersey is the only regional service provider in New Jersey. 
Your county government does a magnificent job of serving all of your municipalities. 
So yes, without a doubt, county government, in my mind, is the answer. 
County government is there to help towns do (garbled) better.
