Because I thought county government provides an excellent opportunity to consolidate services, not necessarily towns. 

So in Somerset County, we had 19 little fantastic police departments. 

We did a two-year study that looked at a county regional force governed by the mayors within North, Central, and South precincts. 

And after two years of studying, on which 7 citizens served, seven police chiefs, and 16 community police officers. 

So we weren't stacking the deck against the police. 

What they concluded is one regional force would have 73 fewer people on the force than they were on day one. 

73 fewer salaries, 73 fewer pensions, 73 fewer health benefits, right? 

Health insurance, right? 

And it improved quality of service. 

And to begin the study, all 19 mayors supported (garbled..."the 19 help"). 

After two years of study, and the results I just gave you, it was time to implement the study findings.

It is time for the 19 mayors to vote again. 

How did that go? 

17 to 2 against. 

You know why? 

No mayor wants to give up their control. 

So what I will do as governor is I will force the issue per se, because we are a homeworld state. 

Our property taxes are high for two reasons. 

One, all the duplication across private support towns. 

And two, because of the way we (garbled..."fight") schools. 

With $15 billion in state aid in schools, I'll take care of the school formula. 

You guys are going to have to take care of the other part.
